Yeah, i've run into this problem a year or so ago. Apparently the console is 'cut out' or 'blocked out' of the steam version. I looked for some cheats to get through the first level (only 7 freaking bullets you know) and eventually -and this might or might not help you- found a working trainer that helped me get through the first level. Amazingly i didn't need the trainer from there since other levels provided more ammo.
